The People’s Power of Venezuela met in the 23 de Enero Parish (Caracas), in the El Panal 2021 Commune, under the leadership of the president of the Bolivarian Republic of Venezuela, Nicolás Maduro.
At the meeting, also held via videoconference with communities from all over the country, was reaffirmed the commitment of the Communes to keep alive the legacy of Commander Hugo Chávez and the principle of «Commune or Nothing».
Communal resistance:
This assembly becomes a celebration of the «miracle of Communal Resistance», where the communities, organized in 3,668 Communes and 49,183 historic Communal Councils, at the national level, reflect the unwavering will of the people for self-government and active participation in the construction of the new model of nation.
Promotion of local self-government:
In the words of the President, in his latest meeting with the Communes and Justices of the Peace, on December 12, 2024, he stressed that communities have the capacity to manage their own affairs and solve their problems:
«We must promote local self-government, adapting government structures to the needs and characteristics of each region,» said President Maduro, highlighting that education is the fundamental basis for training citizens capable of self-governing and effectively participating in decision-making.

With data shared by the Ministry of People’s Power for Communes, Social Movements and Urban Agriculture, a total of 4,355 projects from the First Consultation 2024 and 4,508 from the Second Consultation 2024 were announced, as well as 5,338 projects from the First Consultation 2025, demonstrating the vitality and dynamism of the different Communes, which emerge as the new body of the nation.
In Caracas, the 166 Communes and the 2,349 Communal Councils show a palpable commitment to territorial socialism.
In the 23 de Enero Parish, 7 Communes and 87 Communal Councils are clear examples of the people’s commitment in the fight for the future.

This March 5, 2025, the Planting of Commander Chávez is commemorated as he comes to life in every corner of Venezuela. And it is in the Communes where the hopes and dreams of a people who continue to fight for social justice and collective well-being are forged.
As the 20th anniversary of the creation of the Communal Councils in 2006 approaches, the path to the empowerment of the people remains open, reaffirming that the construction of socialism is everyone’s task.
On this journey President Maduro was accompanied by the First Lady, Cilia Flores; the Minister for Communes, Ángel Prado; for Education, Héctor Rodríguez; the Head of Government of the Capital District, Nahum Fernández; and the Mayor of the Bolivarian Libertador municipality (in Caracas), Carmen Meléndez.
