Following is the full text, read by the ombudsman, Tarek William Saab, before the press:

The Presidency of the Republican Moral Council, in the exercise of its powers established in article 16, number 3 of the Organic Law of Citizen Power, states before the public opinion as follows:

Considering
That the Bolivarian Republic of Venezuela is irrevocably free and independent, having as inalienable rights the independence, sovereignty, immunity, territorial integrity and national self-determination, as established in Article 1 of our Constitution.

Considering
That the Charter of the United Nations, as well as the treaties that make up the International Bill of Human Rights, establishes the self-determination of peoples as a fundamental right, the basis of international law, whose aim is not to interfere in the internal affairs of the nations.

Considering
That the Government of the United States, through the Department of Treasury, issued a statement dated July 31, in which it reports that it has sanctioned the Constitutional President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, for carrying forward the democratic and Participatory process of convening a National Constituent Assembly, which resulted in the participation of more than eight million voters, according to figures released by the Electoral Power.

Considering
That the Government of the United States lacks by itself the legitimacy, moral authority and international juridical quality to sanction high authorities and Presidents of national public powers, as it has happened recently in the Venezuelan case, understanding that this kind of unilateral actions violates the international right and jeopardizes world peace and regional integration organizations.

Considering
That the Head of the Venezuelan State, Nicolás Maduro Moros, has made numerous efforts to convene for a permanent dialogue and thus maintain the peace of the Republic, amidst growing aggressins on the sovereignty and institutionality of our nation, now threatened with being attacked In its entirety by foreign powers.

This Republican Moral Council:

Agrees:
1.- To categorically reject this new imperial attack disguised as “a sanction” against the President of the Republic, Nicolás Maduro, because it translates in the deep an injury to the sovereignty of our country, in violation of the principles and treaties that regulate the relations and human rights; Seeking to intimidate the Venezuelan democratic institutions by not complying with the dictates of a warmongering power with a sad history of interventionism and genocidal practices towards the peoples of the world who are fighting for their independence and liberation.

2. To make a call on all the people of Venezuela to recognize the enormous dangers that the imperial interventionism implies for the development of Venezuelan democracy, the self-determination of our people, and above all for the establishment of conditions conducive to dialogue and a political agreement, in the midst of the difficulties we are experiencing today, and which must be resolved through the electoral debate, the conversation and the agreements between the parties.

3.- To reject all interference in the internal affairs of our country by any foreign actor or government. The Venezuelan nation has historically been the cradle of liberators, a promoter of integration and international peace, asylum and refuge for all peoples of the continent, and since 1999, an example of democratic innovation and sovereign dignity. Our independence and self-determination are not to be negotiated. In defense of it are exerted gallantly with dignity in high.
