The National Constituent Assembly is a superior power to the constituted powers, because it is the original power, as assured the first Vice President of the PSUV, Diosdado Cabello.
During the 159th issue of the “Con el Mazo Dando” (Hitting with the Hammer) program, Cabello explained how it will be the election process in Anzoátegui state.
“In the election bases,, the Comrade President says that the capital municipalities are going to elect, then for Anzoátegui (state) it belongs to elect 22 (…) we cannot leave a single one to the squalid ones (oppositionists). If they do not want to participate, then it is their problem, and if they participate we will give them a spanking and we will get 22 constituents in Anzoátegui state”.
