Joint Declaration between China and Venezuela on the Establishment of the All-Proof and All-Weather Strategic Partnership

1.- The human rights that satisfy the needs of the people. Both parties oppose the actions of any country for abusing the values of democracy, the interference in internal affairs from other sovereign countries under the pretext of defending democracy or human rights, as well as causing division and confrontation in the world. Both parties also expressed their opposition to politicization, instrumentalization and double standards on the issue of human rights, and the imposition of one’s own will and criteria on other countries.

2.- The illegal unilateral coercive measures seriously violate the basic principles of international law, such as the sovereign equality of States and non-interference in internal affairs, and severely harm the right to subsistence, development and peace of the Venezuelan people. The Chinese side firmly supports the just struggle of the Venezuelan people to defend national sovereignty and reject external sanctions, opposes the illegal unilateral coercive measures and the alleged “long-arm jurisdiction” imposed by a small number of countries against Venezuela under any pretext, rejects all types of intimidating acts, military interventions or the threat of the use of force.

3.- Both parties agreed that dialogues and negotiations are the only viable way out of the Crisis in Ukraine, and all efforts leading to the peaceful solution of the

crises must be encouraged and supported. The Venezuelan side highly appreciates and firmly supports the relevant proposals of the Chinese side. Both sides called on more countries to play a constructive role in promoting the political solution to the Ukraine crisis.

4.- Both parties highly valued the 17th China-Venezuela High-Level Mixed Commission that was held on September 13, 2023. They agreed to continue asserting the institutional role of the Commission in planning, guiding, and implementing cooperation between both countries, and deepen practical bilateral cooperation in the diverse areas.

5.- Both sides will continue to promote and deepen cooperation in areas such

such as energy, finance, economy, trade, investment, mining, agriculture, infrastructure, communications and digital economy, and will adhere to mutual benefits and friendship, for the benefit of the two peoples. Both countries welcome the signing by the relevant departments of both countries of the Memorandum of Understanding on Exchange and Cooperation in the field of Economic Development, the Memorandum of Understanding on the Promotion of Industrial Investment and Cooperation, the Memorandum of Understanding on Cooperation for Sustainable Development and the Memorandum of

Understanding on the Intensification of Digital Economy Cooperation. The Venezuelan side highly values the great achievements that China has achieved in the construction of special economic zones and poverty reduction, and the Chinese side is willing to support the construction of special economic zones in Venezuela. China appreciates the active participation of Venezuela in the International Import Expo, the Fair of Imports and Exports and the International Fair of Trade in Services, and supports Venezuelan companies to participate in more economic and commercial exhibitions in China. The two sides agreed to further develop bilateral trade and enrich the variety of trade products.

6.- With joint efforts, both parties have completed negotiations on the Agreement on the reciprocal promotion and protection of investments, and agree to complete the work related to its subscription and entry into force as soon as possible, so that it benefits as soon as possible to investors on both sides. Venezuela reiterates its invitation to Chinese companies and investors to expand their investments in the country, putting the

the advantageous conditions of the current legal framework.

7.- Both sides agreed to deepen exchanges and cooperation between legislative bodies, their special commissions and friendship groups, and further strengthen exchanges of experiences in legislation and state governance. They agreed to strengthen local exchanges and cooperation between both countries and further deepen the state-province twinning already established. They agreed to promote the establishment of twinning between more provinces and cities.

8.- Both parties agreed to further strengthen cultural and educational exchanges, promote exchanges and cooperation between the main media and educational institutions to strengthen social and cultural ties between

China and Venezuela. They agreed to continue offering facilities to Venezuelan students in China, they welcomed the renewal by the competent departments

of both countries of the Educational-Cultural Exchange Plan between China and Venezuela, and agreed to further facilitate the exchange of personnel, the teaching of the Chinese language in Venezuela, and further expand the tourist exchange between both countries. The Venezuelan side appreciates the Chinese side for including Venezuela on the destination list abroad where Chinese citizens can resume group travel.

9.- Both parties recalled the achievements made in the programs of the Simón Bolivar satellite (Venesat-1), the Miranda Satellite (VRSS-1) and the Sucre satellite (VRSS-2), and agreed to further strengthen cooperation in the field of aerospace. , and strengthen coordination in platforms such as the UN Commission On the Peaceful Uses of Outer Space (COPUOS), to promote fair and

reasonable global governance of outer space. The Chinese side welcomes the participation of the Venezuelan side in the Station cooperation project

International Lunar Research Institute (ILRS). Both parties highly appreciate the signing of the Macro Cooperation Agreement on Aerospace between the

China National Space Administration (CNSA) and the Ministry of People’s Power

for Science and Technology (MINCYT) of Venezuela, and are willing to work together to promote the progress of cooperation projects in fields such as satellite communication and remote sensing, and lunar and deep space exploration, with a view to promote the improvement of aerospace capabilities and the development of the national economy of the two countries.

10.- Both sides agreed to further strengthen cooperation in the field of aviation and welcome the relevant departments of both countries to sign the Agreement on Airline Services, and encourage the airlines of both countries to open flights in a timely manner between China and Venezuela in accordance with market principles.

11.- Taking into account common concerns about climate change, both sides

decided to promote, in accordance with the principle of common responsibilities

but differentiated, the comprehensive and effective implementation of the Framework Convention of the UN on Climate Change and the Paris Agreement, and agreed to promote cooperation in protecting the environment, combating climate change and the loss of biodiversity. The Chinese side will accelerate the project of material assistance to Venezuela for the conservation of water resources. Both sides welcomed the renewed efforts of the members of the Amazon Cooperation Treaty Organization to build common policies for the preservation of the Amazon and the sustainable development of the region, based on a scientific-technological approach focused on the well-being of its inhabitants.

12.- The Venezuelan side expressed its sincere gratitude to the Chinese side for its anti-epidemic support to his country during the Covid-19 pandemic. Vaccines, medical supplies and Chinese health equipment played a key role in the anti-epidemic fight of Venezuela, and made an important contribution to saving the lives of millions of Venezuelans. Both parties agreed to promote sanitary cooperation through the exchange of experiences and technologies.

13.- Both parties agreed that data security concerns national security and the

economic and social development of all countries. The Venezuelan side positively values the Global Initiative for Data Security proposed by the Chinese side, and is willing to promote the development of standards for global digital governance.

14.- Both sides highly valued the important role of the China-CELAC Forum (FCC) to promote relations between China and Latin America and the Caribbean (LAC). They are willing to strengthen communication and coordination in matters related to the FCC, in order to promote the stable and lasting development of relations between China and LAC in the new era, characterized by equality, mutual benefit, innovation, openness and well-being for the people. The Chinese side positively valued Venezuela’s role in the LAC issues, as well as his active position in favor of the continued development of the cooperation between the region and China.

15.- Both parties supported the positioning of LAC as a nuclear weapons-free zone, They opposed Japan’s dumping of water contaminated with nuclear waste.

16.- Both parties agreed to celebrate a series of activities on the occasion of the 50th anniversary of diplomatic relations between China and Venezuela in 2024.

17.- Both leaders expressed their satisfaction with all the documents signed

during this visit.

18.- Both parties agreed that the Visit of President Nicolás Maduro has been crowned with full success, and has a transcendental meaning in the deepening of the China-Venezuela All-Proof and All-Weather Strategic Partnership and the promotion of community of shared future China-Latin America and the Caribbean in the new era. President Nicolás Maduro sincerely thanked President Xi Jinping and the Chinese Government and people for their hospitable and friendly welcome during the Visit, and welcomed President Xi Jinping to make a State Visit to Venezuela at an opportune date.
