During a meeting with victims of violence and their families, Jorge Arreaza, president of the Special Commission for the Amnesty Law for Democratic Coexistence, provided a detailed report on the progress made since the enactment of this legal instrument last February 19, and stressed that have been concreted 177 releases from prison and the granting of 2,021 full freedoms to individuals who were under a reporting requirement.
Likewise, Arreaza reported that the commission has received more than 3,000 additional applications that are being processed. He was emphatic to point out that the legal instrument has clear limitations. According to what is established in Article 9, there are strictly excluded from the amnesty the following cases:
– Serious human rights violations, crimes against humanity, and war crimes, in accordance with Article 29 of the Constitution of the Bolivarian Republic of Venezuela.
– Intentional homicide and very serious injuries.
– Trafficking of narcotics and psychotropic substances.
– Crimes of corruption.
Likewise, he emphasized the importance of a special paragraph: “There will be equally excluded from the amnesty provided for in this Law those persons who are being or may be prosecuted or convicted for promoting, instigating, soliciting, invoking, favoring, facilitating, financing, or participating in armed or forceful actions against the people, the sovereignty and territorial integrity of the Bolivarian Republic of Venezuela, by foreign states, corporations, or foreign persons.”
The commission president emphasized that the spirit of this initiative, requested by the Acting President of the Republic, Delcy Rodríguez, is centered on peace and democratic coexistence.
It is worthy of recalling that, since its enactment, the National Executive has reaffirmed that Venezuela is moving towards a future of reconciliation. In this regard, the Acting President continues to actively promote the necessary spaces to guarantee the faithful implementation of the law throughout the country.
