The President of the Republic, Nicolás Maduro, stressed that Socialism, territorially, has its expression in the Communal Councils and in the Communes, “It is direct democracy, popular self-government.”
The head of state, in his account on the Twitter social network, stated that the People’s Government is the basis for building the Communal State, legacy of Commander Hugo Chávez, the “Commune or Nothing!”, a revolutionary project that bets on Bolivarian socialism, under a new geometry of power that guarantees the review of the country’s political-territorial order.

It is important to highlight that this October 20 marks the 10th anniversary of Commander Chávez’s speech, called “Golpe de Timón” (Rudder Hit), in which he entrusted Nicolás Maduro, now the constitutional president of the Republic, to build the Communes and continue the Bolivarian social project: “Nicolás, I entrust this to you as I would entrust my life to you: the communes, the social state of law and justice. There is a Law of Communes, of communal economy”.

The National President, following Commander Chávez’s plan, maintains that said territorial social plan synthesizes the new vision of socialism, inspired by a new multidimensional theory, which encompasses five aspects: the political, the moral, the economic, the social and the territorial scopes.
He has explained on different occasions that socialism, in politics, drives the new participatory and leading democracy; in morality, spirituality, values, honesty and patriotism as a flag.
Socialism, economically, promotes a new productive model, for the construction of a new economy; in the social aspect, it encompasses the benefits for the people such as free and quality education, health for all, the construction of houses for the people, and in the territorial aspect, it includes the communal and the People’s Power in action.
In the tenacious task and in the battle against the economic and financial blockade, unilateral and coercive measures, President Maduro has created strategies to found the Communal State, establishing plans, projects and policies, focused on giving more power to the people.
The Popular Government has promoted it, giving power to the popular bases, by renewing the leadership of the United Socialist Party of Venezuela (PSUV), the Hugo Chávez Battle Units (UBCH) and street chiefs; as well as the activation of the 1X10 of Good Governance and the implementation of technological tools, such as the VenApp, where the direct participation of the people allows true participatory and protagonist democracy.
