The Government of the Bolivarian Republic of Venezuela, through an official communiqué, reiterates its denounce at the international level of that it has been the victim of a criminal, illegitimate, and illegal aggression against its territory and its people, an action that has left more than one hundred deaths of civilians and military personnel who fell in defense of the homeland.
The communiqué expresses that this constitutes a serious violation of the personal immunity of heads of state and the fundamental principles of international legal order.
In this regard, it is reported that the Bolivarian Government of Venezuela has decided to initiate an exploratory process of a diplomatic nature with the Government of the United States of America, aimed at re-establishing diplomatic missions in both countries, with the purpose of addressing the consequences arising from the aggression and the kidnapping of the President of the Republic and the First Lady, as well as to address a work agenda of mutual interest.
Within this context, has arrived in the country a delegation of diplomatic officials from the Department of State of the United States, that will carry out technical and logistical assessments inherent to diplomatic functions.
Likewise, it was announced that a delegation of Venezuelan diplomats will be sent to the United States to carry out the corresponding duties.

“The Government of the Bolivarian Republic of Venezuela reiterates its denounce at the international level of that it has been the victim of a criminal, illegitimate, and illegal aggression against its territory and its people, an action that has left more than one hundred deaths of civilians and military personnel who, in defense of the Homeland, were murdered in flagrant violation of international law. As is known, within the framework of this aggression, was produced the illegal kidnapping of the Constitutional President of the Republic, Nicolás Maduro Moros, and the First Lady, Cilia Flores, a fact that constitutes a serious violation of the personal immunity of Heads of State and the fundamental principles of the international legal order.
In order to address this situation within the framework of international law, and in strict adherence to the principles of national sovereignty and the Bolivarian Peace Diplomacy, the Bolivarian Government of Venezuela has decided to initiate an exploratory process of a diplomatic nature with the Government of the United States of America, aimed at the reestablishment of diplomatic missions in both countries, with the purpose of addressing the consequences arising from the aggression and the kidnapping of the President of the Republic and the First Lady, as well as addressing a work agenda of mutual interest.
Within this context, arrives in the country a delegation of diplomatic officials from the Department of State of the United States that will carry out technical and logistical assessments inherent to the diplomatic function. Just as Acting President Delcy Rodríguez has reiterated, Venezuela will confrontthis aggression through diplomatic means, convinced that Bolivarian Diplomacy of Peace is the legitimate path for the defense of sovereignty, the reestablishment of international law, and the preservation of peace.”
