CNE establishes regulations governing parliamentary elections campaign

This Tuesday the National Electoral Council (CNE) established the regulations that will regulate the electoral campaign for the legislative elections of December 6, as refers the Electoral Gazette No. 964.

The document establishes that public campaign events will be subject to biosecurity measures due to the Covid-19 pandemic, which must be carried out by people and parties authorized by the CNE.

Between November 2 and 6, the parties must inform the Political Participation and Financing Commission of the list of those authorized to contract the propaganda.

Campaign activities will begin on November 3 through December 3 at 12:00 midnight.

The regulations establish that propaganda on national, regional or subscription television will not exceed 5 minutes per day, and a maximum of 10 minutes on radio; and in the case of printed advertising, in standard-size periodicals the messages will be half-page, and full-page for tabloids.

For the digital press, special measures will be dictated in order to guarantee pluralism, reliability and transparency, quoted the Gazette.

Likewise, the dissemination and contracting of messages through social networks are authorized.

Also, organizations and alliances may contract text messaging services through any operator; they may broadcast only one message per day.

On the other hand, the electoral body indicated that it makes its web platform available to organizations for the dissemination of messages for free, while other conditions and proposals of the parties may be evaluated by the Electoral Power.
