Russia and Venezuela ratify strategic alliances in energy matters

The president of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, received, this Saturday, Igor Sechin, executive director of the largest Russian oil company, Rosneft, to evaluate the energy projects carried out between both nations.

As a result of this meeting, the Venezuelan Head of State granted the License for the Exploitation and Exploitation of Non-Associated Gas to the Russian state oil company for the development of the Costa Afuera Patao and Mejillones fields, located in the north of Sucre state, for a period of 30 years for the export of Liquefied Natural Gas.

It is noteworthy that between 1978 and 1982, north of the Paria Peninsula, Sucre state, were discovered by PDVSA (LAGOVEN), in a drilling campaign of thirteen exploratory wells, the Río Caribe, Mejillones, Patao and Dragon fields.

In this sense, on November 26, 2008, an agreement was signed between the Government of the Bolivarian Republic of Venezuela and the Russian Federation that opened an expanded path towards Energy Cooperation between both peoples.

Likewise, on July 2, 2013, a Cooperation Agreement was signed between Petróleos de Venezuela, SA (PDVSA) and the Rosneft Oil Company Group, where interest was expressed in completing a joint study of the development schemes in the Río Caribe blocks. and Mejillones (Phase II of the Mariscal Sucre Project), on which on October 23, 2013, the respective report was presented to the Guiding Committee.

The Rosneft Group and PDVSA signed on February 19, 2016 a basis of agreement, related to the execution of the Feasibility Study, Business Model and establishment of joint ventures for the development of the Patao and Mejillones blocks.

For March 15, 2017, PDVSA directed a communication to the Rosneft Group, ratifying its intention to advance the efforts for the creation of a Joint Venture that will operate the Patao and Mejillones fields, with the option of subsequently incorporating a business model for the development of the Río Caribe field, based on the completion of the studies that make its profitability viable.

Recently, on April 6, 2017, high-level agreements (PDVSA and Ministers) were established with the Rosneft Group to evaluate, by the Ministry of People’s Power of Petroleum, the granting of a gas license 100% gas export of the Patao and Mejillones fields.

With the granting to the main Russian hydrocarbons company of this license for the exploration and exploitation of the Mejillones and Pataos fields that are part of the Mariscal Sucre project, Venezuela continues to forge strategic relationships in harmony with the interests of the country.
