“They thought they had 24 votes, they needed 23 to condemn Venezuela and to declare that there is a dictatorship here, that the Constituent Assembly is another dictatorship, that we are at war, even Luis Almagro declared himself that there was a civil war here. They thought they had the 24 votes and so they made this meeting, specifically called for to discuss the Venezuela issue”.
However, it was not achieved the approval of the reconsideration of the National Constituent Assembly, which failed with 20 votes in favor, eight abstentions, five against and one absence, and another of the proposals submitted by the right-wing Governments, that had only eight votes to 11 abstentions, 14 against and one absence.
