The Acting President of the Republic, Delcy Rodríguez, confirmed that any revenues perceived by the State will be allocated to social causes following the implementation of two sovereign funds derivating from the bilateral energy agenda:
“We have created two sovereign funds. We have told it to our people, that any income Venezuela receives from the development of a bilateral energy agenda with the United States and other countries will go into these two funds,” insisted Rodríguez during the meeting of the Council of Sectoral Vice Presidents of the Bolivarian Government with the People’s Power held in the Commune 8 Raíces de Los Mecedores, in La Pastora (Caracas).
Rodríguez explains how the funds will be divided:
The first sovereign fund was designed to guarantee social protection, among which are highlighted: The workers’ income, education, food, and housing. The second sovereign fund will address public services, such as water, electricity, roads, and infrastructure.
“These resources will not be touched except for these projects. Furthermore, we have created an application that will be active once we have the resources, so that the Venezuelan people, in real time, can know what is being invested in, in which project, and how much resources are being invested. It is the Venezuelan people who must not only direct its own destiny, but also know its heritage: the income from hydrocarbons from oil, gas, and petrochemicals belongs to the Venezuelan people and is untouchable, it is sacred,” stated Rodríguez.
Regarding the first popular consultation of 2026, scheduled for March 8, Rodríguez indicated that projects related to “economic transformation and citizen transformation” are being evaluated.
