Constitutional Decree of Support and accompaniment to the Vuelta a la Patria Plan

This Tuesday, in ordinary session, the National Constituent Assembly approved the Constitutional Decree of support and accompaniment to the Vuelta a la Patria (Return to the Homeland) Plan, promoted by the National Executive to support the Venezuelans who emigrated but who, after encountering an adverse reality in other nations, now they want to return to the country.

Constitutional Decree of support and accompaniment to the Vuelta a la Patria plan, and in repudiation of the new interventionist plans against the people and the democratic institutions of the Bolivarian Republic of Venezuela.

The National Constituent Assembly in exercise of its original power emanating from the mandate conferred by the people of Venezuela on July 30, 2017 in democratic, free, universal, direct and secret elections.

In accordance with the provisions of articles 347-348-349 of the Constitution of the Bolivarian Republic of Venezuela and the norms to guarantee the full institutional functioning of the National Constituent Assembly in harmony with the constituted public powers issued by this sovereign and published body in the Official Gazette of the Bolivarian Republic of Venezuela No. 6323 Extraordinary dated August 8, 2017.

Considering

That our nation, a lover of peace, freedom, democracy, solidarity, independence, sovereignty and the common good, has historically been the recipient of massive migrations of men and women who have had the Bolivarian Republic of Venezuela as their second homeland that has given them the protection and tranquility that wars and excluding political and social systems denied them in their own countries of birth.

Considering

That this action of our people does not correspond to the systematic aggressions against the Venezuelan citizens and citizens of Venezuela, who have freely migrated to other nations to contribute to the development of their peoples, receiving all kinds of vilification, physical and psychological violence, serious violations of the human rights of our citizens and our citizens abroad.

Considering

That in order to promote the integral protection and the return of our country of the migrants and the Venezuelan migrants, the President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, has promoted the Vuelta a la Patria (Return to the Homeland) Plan, in order to guarantee the return home to our citizens who are systematically suffering human rights violations in other countries.

Considering

That within the framework of the start of the aforementioned plan, the National Executive developed actions for the return to the country of a group of Venezuelans who were in the Republic of Peru and in the Federative Republic of Brazil, noting also, through their moving testimonies, the xenophobic aggression to which they were subjected in flagrant violation of international treaties on human rights.

Considering

That this shameful and repugnant action of aggression against our citizens reveals the null commitment and the non-existent fulfillment of the protection actions of the migrants, the nationals that some countries show in their policies implemented in the systematic exclusion and the permanent violation of human rights, challenging the development goals and commitments assumed within the United Nations.

Considering

That in a cynical and manipulative way, a group of governments of the region, protected by Washington, and violating sovereignty, self-determination of States and international law, sponsors a military intervention to alter the peace and stability of the people and democratic institutions of the Bolivarian Republic of Venezuela with the transmigrated use of fallacious arguments, in relation to the migratory issue.

Considering

That this systematic campaign has been supported by media factors that have implemented psychological warfare devices and manipulation of the migratory situation of the continent, which is far from the official reports of the United Nations, of which they give an account of the migration receiving nature that historically, the Bolivarian Republic of Venezuela has met to the nationals of other countries, whose governments and political systems have been unable to allow them to develop their full future.

Considering

That this new attack against the interests of our country shows the despair of the world powers and their regional executing arms, before the successful start of the program of economic recovery, growth and prosperity, which the National Executive has launched as a paradigm of public policy in this field, having as a central base, the development and integral protection of work, above the interests of capital, projecting a prosperous future for Venezuela.

Agree:

– To support the development of actions within the framework of the Vuelta a la Patria program, promoted by the President of the Republic, Nicolás Maduro Moros, to promote the return of Venezuelan men and women abroad, as well as the construction of their future in the birthplace of out Father Liberator, Simón Bolívar

– To categorically repudiate the systematic violations of human rights with an unacceptable xenophobic burden, which has been suffered by groups of Venezuelan migrants abroad

– To denounce to the world the campaign of manipulation of the migration issue by right-wing governments of the region, acting as executing arms of the government of the United States of America, with the clear objective of altering the peace and stability of the Bolivarian Republic of Venezuela

– To create from this National Constituent Assembly a special commission to accompany and complement the actions within the framework of the Vuelta a la Patria plan, as well as develop a broad agenda of attention to the issue of migration and international deployment for the dismantling of the campaign against the Bolivarian Republic from Venezuela

– To remit the present constitutional decree to the diplomatic corps accredited before the Bolivarian Republic of Venezuela, as well as to the Secretary General of the United Nations

– To publicize the present constituent decree
