He announced that within the framework of the Bolivarian Economic Agenda, the President of the Bolivarian Republic of Venezuela, Nicolás Maduro, approved the creation of the Special Economic Zone of Puerto Cabello-Morón, is a territorial regime for the use of productive spaces and foreign trade, a project that goes hand in hand with the special economic area of Paraguaná, and which has the contribution of the public and private banks, led by the Bank of Venezuela and Bencoex, providing support with convertible currencies for projects with vocation of export.
«It implies the appointment of the Plenipotentiary Authority of the Special Economic Zone and we have proposed to Rafael Lacava, it will concentrate all the investments, the free zones for export purposes and the creation of citadels of services to get rid of the hegemony of the dollar and in addition this appointment confers all powers on the institutions that are sitting here», he said.
Lacava must present the Plan of Ordination of the Special Economic Zone for Carabobo, «are two areas we have created today, it is the economic zone of Paraguaná and Carabobo, we must establish the working tables to elaborate a Constituent Law that establishes operation, exchange regimes of the citadels to give it a legal impetus to protect and promote the special zone for this state and its development», he said.
The request made by the vice president involves accompanying services such as water, electricity for industrial fields, ports and airports.
«Lacava, you have 30 days to operate the Airport of Puerto Cabello, the Bolipuertos team must subordinate to the economic zone and fulfill this task.»
Tareck El Aissami reported that there should be no excuses for delays in customs and old structures must be demolished to advance in the socialist model that is wanted, this hand in hand with the country’s businessmen.

Finally, he announced that President Nicolás Maduro ordered the restructuring of guarantee companies to capitalize on them and expand the horizon for small and medium-sized industrialists.
