The regional elections are anticipated for the month of October, thus was approved unanimously by the National Constituent Assembly.
In an ordinary session, held on Saturday, August 12, was discussed the urgent motion by the constituent Earle Herrera.
From the protocol chamber of the Federal Legislative Palace, the President of the ANC, Delcy Rodríguez, emphasized that:
«We will continue with the electoral party, (…) Considering that the electoral process was not carried out on its corresponding date due to the violence generated by the opposition, is approved the request for rescheduling the elections for Governors and Legislative councils for October, please notify the President of the National Electoral Council, Tibisay Lucena», she decreed.

BOLIVARIAN REPUBLIC OF VENEZUELA
NATIONAL CONSTITUENT ASSEMBLY
CONSTITUENT DECREE
The National Constituent Assembly, in exercise of its original power emanating from the mandate conferred by the People of Venezuela on July 30, 2017 through democratic, free, universal, direct and secret elections, in accordance with the provisions of Articles 347, 348 and 349 of the Constitution of the Bolivarian Republic of Venezuela and the Rules for Ensuring the Full Institutional Functioning of the National Constituent Assembly in Harmony with the Public Powers Constituted, dictated by this sovereign body and published in the Official Gazette- Extraordinary No. 6,323.
CONSIDERING
That the National Constituent Assembly fulfills the mandate of the sovereign People to realize the supreme values of the Republic of peace, Freedom, equality, sovereignty, solidarity, common good, integrity and pre-eminence of human rights;
CONSIDERING
That all the organs of the Public Power are subordinated to the National Constituent Assembly, as an expression of the original and Founding Power of the Venezuelan People, in the terms established in the Norms to Guarantee the Full Institutional Functioning of the National Constituent Assembly in Harmony with the Public Powers Constituted;
CONSIDERING
That the National Constituent Assembly is empowered to adopt measures on the competencies, operation and organization of the Bodies of Public Power, in order to achieve the high aims of the State and the values of peace, sovereignty and pre-eminence of Human Rights, without prejudice to the fulfillment of the functions consubstantiated to each branch of Public Power;
CONSIDERING
That since the re-founding of the Bolivarian Republic of Venezuela the political and social conditions have been created to facilitate the participation of the sovereign People in all matters of national life, promoting the strengthening of popular organization and the subjection of all Public authorities to the power of the People, making the model of participatory and protagonist democracy outlined in the Pioneering Constitution Of 1999;
CONSIDERING
That during the last 18 years the Bolivarian Republic of Venezuela has celebrated 21 electoral processes, converting the exercise of the right to suffrage in a daily practice that has reversed the low levels of electoral participation that characterized Venezuela until 1998;
CONSIDERING
That the massive and growing participation of the Venezuelan people in the various electoral processes carried out in the country demonstrates the confidence of the vast majority of our people in the institutions and the electoral system built in Venezuela to ensure the faithful and absolute respect for the sovereign will expressed in the electoral ballot boxes;
CONSIDERING
That the broad and diverse system of political parties which is fully in force in our country is a valuable tool that favors the free and profound democratic debate of ideas and visions on all spheres of functioning of society;
CONSIDERING
That the electoral process celebrated on July 30, 2017 for the formation of this Magna Constituent National Assembly resulted in the restoration of peace and tranquility throughout the National Territory, allowing to resolve the differences between Venezuelans through the free exercise of universal, direct and secret suffrage, through a modern electoral system, endowed with all the guarantees of reliability and transparency for the faithful protection of the sovereign will of the People;
CONSIDERING
That it is necessary to consolidate the peace and tranquility brought about by the election of the National Constituent Assembly, without leaving space or time for antidemocratic factors to repeat their violent and criminal destabilization agenda;
CONSIDERING
That the electoral process for the selection of state governors is still pending from December 2016, in accordance with the provisions of the Constitution of the Bolivarian Republic of Venezuela;
DECREES
FIRST. To re-schedule for the month of October 2017, the electoral process for the selection of state governors, within the framework of the electoral timetable already announced by the Electoral Power, in full exercise of its constitutional functions.
SECOND. May the present Constitutional Decree be published in the Official Gazette of the Bolivarian Republic of Venezuela and be communicated to citizen TIBISAY LUCENA RAMÍREZ, President of the National Electoral Council.
