The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) issued this Thursday three general licenses for Venezuela, including those for the state-owned companies Petróleos de Venezuela S.A. (PDVSA), Consorcio Venezolano de Industrias Aeronáuticas y Servicios Aéreos S.A. (Venezuelan Consortium of Aeronautical Industries and Air Services – Conviasa), and the telecommunications sector.
The OFAC document specifies that License 5X authorizes “certain transactions related to the PDVSA 2020 8.5% bond, effective August 4, 2026.”
Meanwhile, the license for Conviasa covers the acquisition of goods and services for aircraft maintenance, repair, and security. Specifically, it allows the purchase of spare parts, software updates, technical support, and technical inspections.
Furthermore, license 24A enables telecommunications and mail, regarding the exchange of communications and sending mail and packages to, from and within Venezuela.
