The National Assembly (AN) approved, by a clear qualified majority, the Draft Agreement in support of the Binational Energy Agreement between the Bolivarian Republic of Venezuela and the United States of America.
The Deputy to the National Assembly Miguel Pérez Abad announced the terms established in this legal document, which include:
– To support the binational energy agreement between the Bolivarian Republic of Venezuela and the Government of the United States as a high-impact strategic instrument to continue economic recovery, attract capital investment, and promote technological and productive development in the medium and long term.
– To ratify the full sovereignty and inalienable ownership of the Venezuelan State over its resources, and ensuring that fiscal and operational conditions guarantee a fair distribution of income that contributes to strengthening health, education, public services, and national industry.
– To recognize the diplomatic efforts and political will demonstrated by the government teams of both nations, which made it possible to transform differences into energy cooperation that respects sovereignty and is geared toward concrete resources for our people.
– To invite the competent bodies and entities of the Venezuelan State to maintain information mechanisms regarding the progress of the binational energy agreement, in accordance with the Constitution and the laws.
– To publish this agreement in the Official Gazette of the Bolivarian Republic of Venezuela and to give maximum dissemination to it, in accordance with Article 136 of the Rules of Procedure and Debate of the National Assembly.
For his part, the President of the National Assembly, Jorge Rodríguez, clarified: “This National Assembly is not acting in discussion of the binational agreement between the two governments,” since it has not been officially signed by both parties, but rather the approval of the draft agreement is to support the announcement of the agreement between Caracas and Washington.
“Once we get to the point where the bilateral agreement is signed, we will gladly hold the debate here in the National Assembly so that we can share the immense benefits and advantages that represents for the entire people of Venezuela, for its women and men, the signing of this bilateral agreement,” extended the President of the National Assembly.
For his part, parliamentarian Bernabé Gutiérrez asked “all political organizations, all unions, and all economic and social sectors to support from now this agreement, an agreement that only favors all Venezuelan men and women.”
