Joint Communiqué: Conclusion of the First Round of Talks between the National Government and the National Assembly 2015

In the city of Caracas, on the 12th day of August, 2026, the delegations of the National Government and the National Assembly 2015 inform the country of the conclusion of the First Round of Talks. This space for dialogue and joint work has allowed for the establishment of important methodological and institutional agreements aimed at addressing the nation’s urgent needs and promoting structural reforms in the Venezuelan justice system.

Following, the Communiqué:

“In Caracas, on the 12th day of August, 2026, is announced the conclusion of the first round of talks between the National Government and the National Assembly, with the following results and agreements:

1) Was approved the operating methodology for this initiative and the technical work groups.

2) For this round, were installed two technical work groups:

a) Attention to the Emergency for the Double Earthquake:

b) Strengthening of democracy, the Judiciary branch, and the Electoral branch.

3) Were developed 5 work sessions with the technical work groups, and 5 plenaries between both delegations.

It is agreed:

1) In light of the magnitude of the tragedy caused by the double earthquake of last June 24, and in order to continue providing assistance to the victims of these earthquakes, it was agreed to work on strengthening programs addressing housing, electricity, health, and debris removal. In this regard, both parties will focus their efforts on promoting the recovery of Venezuela’s international reserve assets held at the Bank of England, establishing mechanisms for transparency, traceability, and auditing in their efficient use, in order to guarantee the well-being of all those affected.

2) To initiate a process that contributes to the transformation of the justice system, focusing on:

a) Reforms to the Organic Law of the Supreme Court of Justice (TSJ) and other laws of the justice system.

b) To renew and expand the Judicial Nominations Committee.

c) To activate a new nomination process for the renewal and appointment of all justices of the TSJ.

d) To establish a council of review of credentials and qualifications of candidates for the Supreme Court of Justice, ensuring compliance with the Constitution, the law, and the evaluation criteria.

The implementation schedule for these agreements will begin this August with official announcements and concrete actions, under a continuous work mechanism that guarantees strict compliance with each commitment.”
