The Acting President of the Republic, Delcy Rodríguez, celebrated this Tuesday the 60th anniversary of the signing of the Geneva Agreement of 1966, the only legally valid instrument to reach a mutually acceptable solution to the territorial dispute over the Guayana Essequiba.
According to a communiqué, Venezuela “ratifies that, in accordance with the popular mandate emanating from the referendum of December 3, 2023, it will never renounce its rights and historical titles on the Guayana Essequiba, which has been, is, and will be part of territorial integrity of Venezuela.”

“The Bolivarian Republic of Venezuela celebrates with joy and patriotic fervor the 60th anniversary of the signing of the Geneva Agreement of 1966, the only legally valid instrument to reach a mutually acceptable solution to the territorial dispute over the Guayana Essequiba.
This international treaty, duly deposited with the United Nations Organization, settled the debate on the validity or invalidity of the 1899 Arbitral Award and established the obligation of Venezuela and the Cooperative Republic of Guyana to end the territorial dispute over the Guayana Essequiba through a practical and mutually acceptable settlement.
During these six decades of the Geneva Agreement’s validity, Venezuela has demonstrated its absolute commitment with the fulfillment of the obligations established in it, pursuing in good faith and in a sustained manner a political and negotiated solution to the territorial controversy, in strict adherence to the spirit and the text of these international treaties.
For its part, since at least 2015, Guyana has violated and disowned the Geneva Agreement, obstructing with ill intentions the good offices processes and attempting to obtain territorial titles it has never possessed through an illegitimate unilateral claim before the International Court of Justice, which lacks jurisdiction to resolve this controversy.
Within the framework of the commemoration of this 60th anniversary, the Bolivarian Republic of Venezuela ratifies that, in accordance with the popular mandate emanating from the referendum of December 3, 2023, it will never renounce its rights and historical titles over the Guayana Essequiba, which has been, is, and will be part of the territorial integrity of Venezuela.
The only possible path for the solution of the territorial controversy is to definitively establish a good-faith negotiation to make effective the practical, acceptable, and satisfactory settlement for both parties, as committed to in the Geneva Agreement.”
