The President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, defined the strategic lines of action for the United Socialist Party of Venezuela (PSUV) and its youth movement (JPSUV) as the main articulators of the collective will. During the closing of the party plenary session, the Head of State urged an «extra effort, in the human, political, and collective scopes»—to guarantee the leadership of the Venezuelan State.

He emphasized that the Revolution must constitute a permanent mission of sacrifice for the freedom of the people and the existence of the Republic. He also reiterated the principle that «we were born to overcome, and not to be defeated,» reinforcing the commitment to defending national sovereignty in any situation.

Among the priority guidelines is the organic consolidation of popular movements linked to social missions and 27 defined sectors. Additionally, the plan includes a campaign to motivate massive participation in the elections of November 23 and the organization of 6,000 structures by 2026.

The plan envisions holding congresses and strengthening various social movements, including those of women, the working class, peasants, environmentalists, Indigenous peoples, scientists, individuals of the sexual diversity, Afro-descendants, and healthcare workers. It also establishes the immediate formation of 264,000 Bolivarian Committees of Integral Base and a permanent political bureau to monitor current events.
