«This budget being submitted today is symbolic, since it is the first under the Plan of the 7 Great Transformations, and it could not be any other way than to be drafted along with the people,» stated Ricardo Menéndez, Vice President for Planning, this Tuesday.

These statements were issued during the submission to the National Assembly of the 2026 National Budget Law, the 7T 2026 Programmatic Agenda, and the Law for Special Indebtment.

“And in compliance with the Constitution of the Bolivarian Republic of Venezuela, three fundamental documents are delivered for the development of the Republic: one corresponds to the National Budget Law, the second corresponds to the Programmatic Agenda of the 7T, and additionally the Special Indebtment Law. These three elements provide coverage for the development of the Republic, which is a fundamental issue in the political situation of our country,” stated Menéndez.

The Minister for Planning also emphasized that we have the opportunity to defend the homeland, whatever the situation: “We evidently have the opportunity to defend our country against any aggression, but at the same time, generate economic growth, at the same time, generate social protection for our people, and at the same time, generate the Venezuelan State,” he stated.

He also emphasized that Venezuela is a sovereign country: “There is sovereignty in Venezuela, a Revolutionary Government, because there is a President of the Republic and a people who says that no power can overpower Venezuela’s resources, nor can it overpower the conscience of our people.”

For his part, the First Vice President of the National Assembly, Representative Pedro Infante, stated that “as established in the Constitution, before October 15, we received these instruments, which were sent to the respective Economic and Finance Committees, and to the Comptroller’s Office, for the necessary reviews and debates, and Venezuela continues to function, institutionally normal.”

Regarding the Budget and the Programmatic Agenda, Infante indicated that “these have been informed by the more than 5,336 Communal Self-Government Chambers that exist throughout the country, in all our communal districts.”
