Following is the complete text:

“With the glory of its history, we celebrate the 207th anniversary of the Military Academy of Venezuela, which for 7 years has been transformed into the Bolivarian Military University of Venezuela.

On September 3, 1810, the Supreme Junta of Caracas created the Military Academy for the formation of defenders of Venezuelan territory, in the midst of the definitive rupture with the Spanish Empire. Forming officers in the military arts and sciences, it has been the quarry where the men and women who have consecrated their lives for the country have been forged.

Within the framework of its bicentennial, our Commander Hugo Chávez, a worthy son of the Military Academy of Venezuela, issued a decree announcing the transformation of this institution into the Bolivarian Military University of Venezuela, in order to maximize the professional training of our officers of the Bolivarian National Armed Forces, a moral and dignity bastion of the Republic”.
