Ombudsman brought proposals on safety and medicines to the Parliament


Tarek William Saab, Ombudsman, delivered on Wednesday to the National Assembly the Memory and Account for 2015 of the agency in his charge. From there, he raised his proposals in several areas, to benefit the country.
In matters of Safety, he proposed to improve the internal and external supervision mechanisms of the police forces across the country, so that the people can report in real time on the performance of “uniformed criminals”. Similarly, to regain the balance of achievements and challenges of the Police Report, paralyzed since 2006, as well as creating communal conflict resolution centers within a nationwide plan.
He raised the possibility of improving institutional capacities to deal expeditiously and effectively on the denounces of corruption.
“There are many police stations that already have overcrowding as a standard, with 22,799 detainees, therefore we believe it is necessary the building of selective detention centers and prisons, to be attended by the Ministry for the Prison Service. It is necessary to continue making the “Cayapa” Plan in a periodic,, not intermittent manner”.
Regarding the supply of medicines and medical supplies, Saab set out to identify and strengthen the needs of medicines, using the historical record of use and distribution; creating a list of essential medicines of high national demand to be produced or imported and adjusting the prices of essential drugs and of those which have risen disproportionately.
Necessary Dialogue:
He noted in his speech the need for a democratic dialogue in Venezuela, so that in the grandstands of decision are not the bullets who talk. This, after criticizing the guiding principles of illegality that mark the Law of Amnesty and National Reconciliation.
“There will always be time for dialogue, whether there is confrontation. I am of the view that if you do not dialogue and reach meeting points on democracy (…) in one stand will talk the bullets. The ombudsman must be called to peace”, said the senior official.
He noted that Amnesty erases history, since it typifies the crime forgiven but not the victimizers and their responsibilities. In that order, he said that this legal instrument violates the human right to the truth.
“The human right to peace must be above any decorum, injustice, enough of using infamous political shortcuts (…) peace and dialogue is proper of the brave ones, not of cowards”, said Saab.
Regarding the lynchings, he said that can not be justified the fact of taking the law into your own hands. He explained that the multifactorial violence will always bring wounds and traumas to society.
