EEUU retira a Venezuela de lista de países de preocupación para inversiones en tecnología

U.S. removes Venezuela from list of countries of concern for technology investments

The U.S. Department of the Treasury has excluded Venezuela from its list of countries of concern contemplated in the regulations governing certain U.S. investments in strategic technologies.

According to a document published by the Department of the Treasury on October 22, this decision stems from the fact that the government led by Delcy Rodríguez does not meet the legal definition established under the Comprehensive Outbound Investment National Security Act of 2025 (COINS Act).

The agency clarified that the U.S. recognized the Venezuelan government on March 5, 2026, and determined that it does not corresponds to the regime mentioned in the legislation.

This legal and political distinction results in Venezuela not being subject to the U.S. outbound investment restrictions that apply to «countries of interest» under Part 851, unlike other nations mentioned in the legislation, such as China, Cuba, Iran, North Korea, or Russia.

Likewise, the agency has opened a public consultation period until December 7 to receive comments before issuing the final regulation, which will establish the date of entering into effect.

The COINS Act imposes controls on certain investments made by U.S. citizens and companies in strategic technology sectors, such as semiconductors and microelectronics, quantum computing, supercomputing, and biotechnology.

The provisions include transactions that must be notified to the Treasury and others that are prohibited for national security reasons.
