Venezuela proposes to ALBA-TCP combining popular resistance and the people’s offensive

Within the framework of the 25th Summit of Heads of State and Government of the Bolivarian Alliance for the Peoples of Our Americas – Peoples’ Trade Treaty (ALBA-TCP), held via videoconference to commemorate the organization’s 21st anniversary, the President of the Bolivarian Republic of Venezuela, Nicolás Maduro, presented a strategic proposal for the bloc.

From Miraflores Palace, the Head of State urged combining «the prolonged, united popular resistance of the ALBA peoples with a permanent offensive to build a solid foundation.» This vision seeks to articulate the defense of sovereignty with the active construction of a new model of integral development.

The proposal of President Maduro focuses on building «a joint, common, cooperative economy of mutual benefit» and a social model that guarantees full access to education, health, and fundamental social rights. This project, according to his words, must be imbued with a «strong sense of Latin American unity,» drawing inspiration from the legacy of the liberators of the Greater Homeland.

During his address in the Battle of Boyacá Hall, the President explained that this initiative is based on the principles of the Bolivarian Military Doctrine. This doctrine, he explained, is grounded in the historical struggles of resistance, from Chief Guaicaipuro and the Caribbean indigenous resistance, to José Leonardo Chirino, the Liberator Simón Bolívar, Antonio José de Sucre, and Ezequiel Zamora, whom he compared to the Mexican revolutionary figures Emiliano Zapata and Pancho Villa.

The dignitary explained that the doctrine is structured around two main lines:

– Prolonged, active, and creative popular resistance.

– A permanent offensive, which he defined as key to «taking the initiative in all areas of multifaceted life.»

He stated that this offensive must manifest itself in the permanent initiative in the areas of the economy, production, science and technology, public education, health, the strengthening of People’s Power, territorial democracy, and comprehensive security, including the fight against criminal gangs and drug trafficking.

President Maduro reiterated that this proposal for ALBA-TCP synthesizes concepts developed from military arts and sciences, adapted to contemporary political, social, and economic construction. The vision presented aspires to transcend mere reactive defense, promoting a stage of permanent offensive in the concrete construction of the union and well-being of the alliance’s member peoples.
