The president of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, presented to the National Assembly the first project for constitutional reform, so that it can be adapted to the new times and new forms of government, where participatory and leading democracy prevails and grants the People’s Power direct participation through the formation of the Communal Power, adjusts to the construction of the new modernity and strengthens the productive economic sphere not dependent on oil:
“There are three vital topics for the debate, plus a point of updating the Constitution of the Bolivarian Republic of Venezuela of 1999, in general terms adapted to the new realities of the country,” said the head of State from the Elliptical Hall of the National Parliament, where took place the Solemn Session in commemoration of the 206 years of the installation of the Congress of Angostura:
“We are ready to open a great national debate, so that Venezuelan society is the protagonist of a historic reform, which adapts the Constitution of 1999 to the new times, for the advancement of a new era, to the new modernity (…) We are at the right time,” he said.
The first topic has to do with the expansion and improvement of participatory democracy and direct democracy: “It is an effort to build a new democratic State system, and incorporate the Communal, Social and Popular Power,” said the national leader.
The second topic is the construction of a new society; “To define the parameters, values and principles to be established for a more humane society from Bolivarianism.” In this sense, he expressed his conviction that we are facing a multicentric and multipolar world and we must move forward in this direction.
The New Economic Model, diversified, non-dependent and self-sufficient; is the third central topic for debate, “a structural and vital economic model. We have achieved good results, with our own effort, now, we must advance even further in the construction of a new diversified economy,” highlighted President Maduro.
The fourth point, said President Maduro, has to do with an update in general terms of the Constitution, in the legal, constitutional and political aspects, “everything that has to do with the constitutional mechanism adapted to the new times.”
