The President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, formally called for the Fourth Popular Consultation of 2025, to be held on Sunday, November 23. During a meeting with the Parque Caiza Rural and Tourist Commune in Miranda State, the Head of State invited the population to participate in this exercise of direct democracy.
He highlighted that these elections will allow communities to select two projects to build their present and shape their future. Likewise, he stressed the unique nature of this democratic mechanism that contrasts with traditional models of political representation.
President Maduro recalled that until the end of the 20th century, democracy in Venezuela was limited to elections every five years with unfulfilled promises. In contrast, the Bolivarian Revolution empowered communities through popular assemblies where citizens directly decide on their development.
The communities have access to fundamental tools such as the Concrete Action Agenda, the Map of Dreams, and the 1×10 System of Good Governance with communal characteristics. In addition, the Self-Governance Rooms facilitate the direct management of projects selected by the population.
Recently, 5,336 assemblies were held, where seven projects were submitted for each Commune or Communal Circuit. This data will serve as the basis for each community to select two proposals that will be developed through the direct work of the organized people.
He concluded by recalling the legacy of Commander Hugo Chávez, summarized in the «Communes or Nothing” slogan. He also reaffirmed the Bolivarian Government’s commitment to deepening participatory and protagonistic democracy throughout the national territory.
