The Venezuelan National Assembly approved the Treaty of Strategic Partnership and Cooperation with Russia in its second reading. This crucial step, supported by the President of Parliament, Jorge Rodríguez, seeks to consolidate and strengthen high-level relations between the two nations, following the framework established in its internal regulations.

Jorge Rodríguez submitted the final approval of the bill to the deputies. The sole article of the treaty was endorsed so that it would have full international effects for Venezuela, marking a milestone in bilateral diplomacy between Caracas and Moscow.

After its legislative approval, the text was sent to the constitutional president, Nicolás Maduro Moros, for its final promulgation. This process is carried out in accordance with Articles 187 and 213 of the Venezuelan Constitution, thus completing the national process.

The extraordinary session was highly symbolic. President Rodríguez invited the Russian ambassador to Caracas, Sergey Mélik-Bagdasárov, to the podium to receive the approved law. The document was shown to those present and to television cameras, underscoring the importance of the event.

This treaty was originally signed on May 7 by Presidents Nicolás Maduro and Vladimir Putin in Moscow. The strategic partnership and cooperation agreement is valid for 10 years and establishes long-term objectives for the bilateral relationship.

The content of the treaty is broad and ambitious. It proposes the development of an independent financial infrastructure for trade and investment, freeing itself from Western dependence. It includes joint investments in key sectors such as oil, gas, and mining.

In addition, the agreement provides for the opening of more air routes and greater coordination in energy forums such as OPEC. Alliances in health, scientific and technological innovation, security, defense, and military-technical cooperation will also be strengthened, sealing a comprehensive partnership.
