Executive Vice President presents Anti-Fascism Law draft before AN

This Tuesday, the vice president of the Bolivarian Republic of Venezuela, Delcy Eloína Rodríguez Gómez, presented to the National Parliament the draft of the Bill against Fascism, Neofascism and Similar Expressions, for its immediate debate within the National Assembly (AN). This legal regulation is intended to complement the Law Against Hate, Intolerance and Peaceful Coexistence approved in 2017.

Accompanied by the Council of Sectoral Vice Presidents, the also first vice president of the Council of Ministers and head of the Ministry of People’s Power for Economy, Finance and Foreign Trade, was authorized the right to speak in the ordinary session that took place in the Federal Legislative Palace, in accordance with what is enshrined in article 204 numeral 1 of the Constitution of the Bolivarian Republic of Venezuela.

Rodríguez reported that this law has 4 chapters and 30 articles as a whole. In the first chapter, she highlighted two articles: the first and the fourth, which establish the objective of preserving peaceful coexistence, peace and public tranquility in the democratic exercise in the face of actions of hatred, violence and intolerance, and the definitions of what means fascism, neo-fascism and their similars.

The second chapter establishes a set of protection measures against fascism and prohibits the dissemination of messages that defend or promote violence and denigration of democracy, institutions and republican values. Likewise, the creation of organizations with political or social purposes that advocate or are based on fascism is prohibited.

In this section, an international network of people, groups and institutions is created, all committed to the fight against fascism.

In the third chapter, the High Commission against fascism and similar expressions is created, and, finally, the 4th. And the last chapter establishes a set of criminal and administrative sanctions for non-compliance with what is enshrined in this law. It also incorporates an aggravating circumstance of a punishable nature when it is executed for fascist or similar reasons.

It is enough to remember and review the recent events in the last 25 years in the Bolivarian Republic of Venezuela,” said Delcy Rodríguez, when showing – with videos included – the massacres, street and political violence perpetrated by fascist extremist sectors in all these years against the Venezuelan people, with the “La Salida” (The Exit), “Las Guarimbas” (The Riots) and the guayas (wires set across the streets) who cut the throats of bikers and the atrocious acts of burning alive young people, humble workers and anyone because of their skin color, political ideology or social position.

The senior Venezuelan official asked the AN to take the lead in this battle for humanity, not only for Venezuela but also for the people of the planet. She requested to debate and approve this project to give Venezuelans, and -through the nation-, the world, a shield of protection against the methods of hatred and intolerance of fascist groups, which seek to impose their supposed superiority over the rest of the population.

On March 24, president, Nicolás Maduro Moros created the State High Commission against Fascism and Neofascism, and instructed the Executive Vice President to promptly present to the AN the Bill to combat all neo-fascist expression in the exercise of politics and national life.

The decision seeks to prevent a repetition of the acts of violence that the population suffered during 2014, 2015 and 2017 due to irresponsible actions of political leaders of the extreme right wing, which caused serious consequences to the lives of the people, the country’s economy, sovereignty and territorial integrity. In particular are remembered the harmful effects caused by delivering factors, which took over the Venezuelan parliament in 2015, to strip Venezuela of its resources and create internal destabilization.
