Maduro: Organic Law of Communal Cities is the way and the solution

In his participation during the installation of the Seminar on Politics, Participation, Citizenship and Social Innovation, within the framework of the Bicentennial Congress of the Peoples, the Constitutional President of the Republic, Nicolás Maduro, stated that the Government he leads will deepen initiatives “for the construction of a new model of direct and popular government”.

In this sense, he stressed that, given the historical context facing the country, the region and the world as a whole, “the greatest work that can be given to the country in the Bicentennial of Carabobo, is the articulated people.”

The articulation of popular forces, in the Bicentennial Congress of the Peoples, is the greatest work that we can do to commemorate the 200 years of the Battle of Carabobo (…) we will give power to the people and they will be able to manage their resources and will assume the solution of the problems”, expressed the head of state.

The national president announced that he has created “a special team for the construction of a new model of direct and popular Government, for the legal deepening of all the mechanisms so that the National Government is a Government instrument of People’s Power, we are going to a process of construction of a more effective method of government”.

In the opinion of the Head of State, “the future of the Revolution, the future of Venezuela, is linked to the construction of the new organs of grassroots power, direct democracy, Communal Power (and in that construction) the Organic Law of Communal Cities is the way and the solution”.

Deep Social Dialogue

The President of the Republic participated in the installation of the Seminar on Politics, Citizen Participation and Social Innovation within the framework of the Bicentennial Congress of the Peoples, an event that serves as a framework for the creation of the system of popular leaders training schools.

Reflecting on these guidelines, Maduro urged leaders to move towards a process of deeper social dialogue and the construction of a more effective method of Government: “A true Revolution must bring about its own changes, through the permanent debate of ideas”, he emphasized.

Regarding this point, he asked the members of this space to design “an action plan to activate the 7,200,000 Venezuelans who have registered in each of the chapters of the Bicentennial Congress of the Peoples”.

In addition to this, he reported that to date, 260 Community City projects have been received from the people throughout the country.

Great March of the Libertarian Torches

As part of the actions programmed within the framework of this revival that the country is experiencing, he announced that on April 19 the Great March of the Libertarian Torches will depart from the Carabobo Battle Camp, which will travel throughout the national territory as a symbol of the sacred flame of freedom.

This mobilization will tour the 23 states of the country and the Capital District, with different activities and works that will be inaugurated on the occasion of the celebration of the 200 years of the Battle of Carabobo.

He recalled that April 19 of 1810 “meant for Venezuela the first cry of emancipation from the Spanish empire and began a historical process that led the Venezuelans of that time to form large armies, under the leadership of the Liberator Simón Bolívar”, he said.

He reflected that in the evolution of our life as a people from that moment, “from all these years of struggle a very powerful national identity of love for symbols, for the history of the Homeland, of love for Venezuela has emerged,” he reflected.

For this reason, he considered that all Venezuelans have “the obligation to build the new model of society under the doctrine of Bolivarianism of the 21st century.”

“Today we have the Simón Bolívar National Project, which has two fundamental elements for the construction of the Homeland: the Bolivarian Constitution of 1999 and the second is the Homeland Plan presented by the leader of the Bolivarian Revolution, Hugo Chávez”, said the head of state.

In this regard, he pointed out on the Homeland Plan: “We are adapting amidst the economic war with resistance, rebellion and hope to rebuild national life,” and urged us to consolidate our identity in the search for true national unity and the new Venezuelan identity.

In this formative process of the new political and social leadership in the country, he asked to articulate actions according to what was explained by the governor of Miranda state, Héctor Rodríguez, coordinator of the team promoting the Bicentennial Congress of the Peoples in five formative axes: the Bolivarian project , the insurgent history, security and defense of the nation, Bolivarian and Chavista leadership and the new state-territory and the new geometry of power.

Likewise, he instructed cultors and historians of the Homeland to fill the grassroots leadership training programs of the 34 chapters of the Peoples’ Bicentennial Congress with content, “in order to make visible, study and understand where we come from. We are the result of an accumulation of processes that encompasses 500 years of resistance, which has been an expression of the fighting capacity of the Venezuelan people”.
