Know the 5 agreements between the Bolivarian Government and the opposition to preserve institutional order


This Saturday, after the culmination of the meeting of the process of dialogue for peace between the Bolivarian Government and representatives of the Venezuelan opposition, Monsignor Claudio Maria Celli offered a balance on its achievements, emphasizing on that both political sectors established a roadmap to normalize the constitutional relationship based on coexistence, respect and recognition.
The dialogue panel set up last October 30 is the result of the efforts made by the President of the Bolivarian Republic of Venezuela, Nicolás Maduro, to establish mechanisms to guarantee the peace of the Venezuelan people. Representatives of the Bolivarian Government and of the opposition, grouped in the MUD, are accompanied by a representative of the Vatican, the UNASUR and the former Presidents  José Luis Rodríguez Zapatero (Spain), Leonel Fernández (Dominican Republic) and Martín Torrijos (Panama) ).
Following, the Communiqué:
NATIONAL GOVERNMENT AND THE DEMOCRATIC UNITY BOARD (MUD) OF VENEZUELA CELEBRATE 2nd PLENARY MEETING IN THE FRAMEWORK OF THE NATIONAL DIALOGUE
In accordance with the agreement reached during the plenary meeting, held on October 30, 2016 at the Alejandro Otero Museum, today, November 12, 2016, concluded the 2nd plenary meeting of the National Dialogue with the participation of the delegates of the Government National and MUD, and the accompaniment of the Holy See, represented by Monsignor Claudio Maria Celli, and former Presidents Leonel Fernandez, José Luis Rodríguez Zapatero and Martín Torrijos, and the Secretary General of UNASUR, former President Ernesto Samper.
At the beginning of the meeting, the Secretary General of UNASUR highlighted the commitment of the National Government and the MUD to the process of National Dialogue and the contribution they made to peace, renewing the call to maintain a respectful and peaceful tone in the speech and Political action. The gestures that have taken place allow us to predict that the process is being strengthened and consolidated.
For his part, Monsignor Celli, sent to the table a personal message from Pope Francis to maintain and persevere in the path of Dialogue, which is the only one possible to resolve the legitimate differences among Venezuelans. He also pointed out that during the last few days the voices of various sectors of the society have been heard and has been renewed the faith on that the path chosen is the correct one. In time to call the representatives of the National Government and the MUD to act within the framework of democratic coexistence, mutual recognition and respect.
During the session, were presented the reports of the companions regarding the formal constitution and advances of the four Thematic Tables, with the parties committing themselves to deepen and consolidate their positive performance. In that context, they emphasized:
The National Government and the MUD assumed the commitment to implement a roadmap to normalize the constitutional relationship between the powers of the State, mutual respect between them and to explore measures of economic support in the legal, constitutional framework and in respect to the National sovereignty, that contribute to improve the conditions of supply of the population.
To this end, it is agreed to urge the public authorities, in full respect of their constitutional powers, to:
1. In the economic and social field, the National Government and the MUD agreed to work together to combat all forms of sabotage, boycott or aggression against the Venezuelan economy. They decided to prioritize in the short term the adoption of measures aimed at the supply of medicines and food on the basis of helping to promote their production and importation. To promote the design and implementation of cooperation policies between the public and private sectors to monitor, supervise and control the mechanisms of acquisition and distribution of supplies and merchandise.
2. In the political field, it was agreed to move forward in overcoming the situation of disobeying of the National Assembly dictated by the Supreme Court of Justice. In that sense, it was agreed to urge the competent public authorities to act in the resolution of the situation of the case of Amazonas state in peremptory terms.
In the same context, it was agreed to work jointly, within the framework of the Constitution, for the appointment of the two rectors of the National Electoral Council, whose mandate culminates in December 2016.
3. Within the framework of National sovereignty and safeguarding territorial integrity, WE AGREE on our unanimous position to defend the legitimate and inalienable rights of Venezuela over Guayana Esequibo and to defend the Geneva Agreement of 1966, a legal instrument in force between the Parties to settle this territorial dispute.
4. There was adopted the Joint Declaration “Living in Peace”.
5. In order to institutionally strengthen the Dialogue, it was decided to include in the Table a Governor for each of the parties; To invite representatives of the different segments of society and establish a Follow-up Committee to continue the process that will be coordinated by the Former President José Luis Rodríguez Zapatero, by the companions, Jorge Rodríguez, by the Bolivarian Government and Luis Aquiles Moreno, by The MUD.
