The President of the Bolivarian Republic of Venezuela, Nicolás Maduro, has sent an official letter to the Secretary General of OPEC and member countries, denouncing attempts by the United States to seize the world’s largest oil reserves through military action.
The diplomatic communication, sent to both OPEC and the OPEC Plus alliance, warns of the serious consequences such an action would have on the balance of the global energy market. In this regard, the Venezuelan president warned that these intentions would significantly affect the stability of international hydrocarbon prices and supplies.
It is worth noting that Venezuela holds the world’s largest crude oil reserves, constituting an essential component of the global energy architecture. The official letter emphasizes the country’s determination to maintain sovereign control over these strategic natural resources.
Likewise, the Venezuelan Head of State reaffirmed his government’s unwavering commitment to defending national energy resources. Consequently, Venezuela will maintain its policy of absolute protection over these strategic assets, which are fundamental to national development.
Additionally, the diplomatic communication underscores Venezuela’s commitment to the principles of energy sovereignty and self-determination. Finally, the message concludes by reaffirming the country’s will to continue fully exercising its sovereign rights over its natural resources.
Ultimately, this diplomatic action represents an effort to internationalize the situation and generate multilateral support in the face of what Venezuela considers an imminent threat to its energy and territorial sovereignty.

Caracas, November 30, 2025
Your Excellency
Haitham AI Ghais
Secretary General of the Organization of the Petroleum Exporting Countries (OPEC) and OPEC and OPEC+ Member Countries
Dear Secretary General:
I am writing to you to extend my warmest greetings and, at the same time, to refer to the increasing and illegal threats made by the Government of the United States of America against the Republic Bolivarian Republic of Venezuela.
As you have surely noticed, since mid-August of this year, the President of the United States of America, Donald Trump, has been carrying out a campaign of harassment and threats against Venezuela, which clearly endangers regional and international peace, security, and stability.
As part of this campaign, various U.S. military assets have been deployed in the Caribbean region, including more than fourteen (14) warships and 15,000 personnel. Furthermore, US authorities have carried out more than twenty (20) bombings against small vessels, resulting in the extrajudicial killing of more than eighty (80) people.
Likewise, throughout these months, there have been constant and repeated explicit threats of the use of force against Venezuelan territory by US authorities, which flagrantly violates the Charter of the United Nations and other instruments of international law.
Secretary-General;
Venezuela formally denounces before OPEC and the OPEC+ mechanism that the Government of the United States of America intends to seize Venezuela’s vast oil reserves, the largest on the planet, by means of of the use of military force against the territory, the people, and the institutions of the country.
This pretense not only contravenes the provisions governing peaceful coexistence among nations, but also seriously jeopardizes the stability of Venezuelan oil production and the international market. The world is well aware of the damaging consequences inflicted on other oil-producing countries by military interventions by the United States of America and its allies.
Venezuela will remain firm in the defense of its natural energy resources and will not succumb to any kind of blackmail or threat. Dear Secretary General and Members of OPEC and OPEC+, I hope to count on your best efforts to help stop this aggression that is increasingly being made with more force and seriously threatens the balance of the international energy market, both for oil producing and consuming countries.
Finally, I respectfully request that a copy of this letter be distributed to the member countries of our organization and the OPEC+ mechanism, and to convene for the sovereign unity without external interference.
With no further remarks, and reiterating my highest esteem and consideration, I remain yours truly,
Nicolás Maduro Moros,
President of the Bolivarian Republic of Venezuela
