The streets and communes of Venezuela have become the central stage for a process of participatory and protagonist democracy. During the first weekend of November, the Venezuelan people heeded the call by President Nicolás Maduro and participated in a total of 5,336 neighborhood assemblies, a space designed for communities to propose projects that will be brought to a popular vote.
This mechanism is part of the preparations for the fourth National Popular Consultation, scheduled for November 23. The fundamental objective is to strengthen and transform each community through coordinated work between the government and the people, as recently emphasized President Maduro.
Through his official channels, the head of state celebrated the high participation by the citizens, highlighting the importance of this historic process. In his messages, he highlighted how these assemblies allow for the selection of projects that generate direct well-being for communities, making democracy a reality in every corner of the country:
“Popular Grassroots Assemblies! We are ready and willing to choose the projects that generate well-being for the #Communities. Today more than ever, participatory and protagonistic democracy is real in every street and commune,” wrote the president at the foot of a video showing the Venezuelan people at the various events across the country.
The 2025 National Popular Consultation is thus consolidated as a mechanism of direct democracy. Through it, organized communities have the power to define their local priorities and channel concrete proposals for their implementation, playing a leading role in their own development.
This model of territorial governance, promoted by the Executive branch, seeks to ensure that citizens themselves decide on the actions that will have the greatest impact on their immediate environment. The initiative represents a strategy to decentralize decision-making and bring power closer to the grassroots.
