21,159,846 voters will be able to vote on November 21

This Thursday, the authorities of the National Electoral Council (CNE) approved the Definitive Electoral Registry according to which 21,159,846 voters are authorized to vote in the Regional and Municipal Elections on November 21.

According to the final numbers, the states with the largest electoral population are Zulia with 2,621,127 male and female voters (12.39%); It is followed by Miranda, with 2,232,472 citizens, which is equivalent to 10.55%, and the voters of the Capital District, which are 1,706,281, which add up to 8.06% of the Electoral Registry.

It should be noted that are excepted those voters registered in diplomatic representations, in accordance with the provisions of article 64 of the Constitution of the Bolivarian Republic of Venezuela and article 41 of the Organic Law of Electoral Processes.

According to the report presented by the Civil and Electoral Registry Commission, the registry includes 394,242 new voters.

From the register that will be used on November 21, 186,845 were excluded, from the registry of deceased persons.

Voters registered abroad do not participate in the 21N elections, while foreigner men and women with more than 10 years of residence in the country, registered in the Electoral Registry, are authorized for these regional and municipal elections, in accordance with the constitutional provisions.

The electoral instrument approved by the electoral body was subject to an audit that began on August 3, the date on which a technical table was installed where technicians from the CNE, Organizations with Political Purposes, Indigenous Organizations and Communities and academic experts participated. This in order to establish the scope of this audit, the methodological development, the innovations and technical expertise to be applied.

As a measure of transparency of the Electoral Registry, the implementation of a satisfaction survey of the electorate in relation to the location of its voting center was announced.

As established in the methodology, organizations with political purposes carried out data analysis, witnessed the results of relocation crossings, specifically in the origin-destination comparison matrix, checking the low significance of the percentages found and compared in the Registry. Electoral of each constituency analyzed.

Likewise, for the application of the evaluation instrument used during the audit, were taken as a basis the preliminary Electoral Registry for the 2021 Regional and Municipal Elections, and a random national sample of 14,000 voters for 2,000 effective polls.

The result of the applied survey showed that 96.60% of the female and male voters do have some degree of satisfaction with the polling place where they are entitled to vote.

During the second journey of the ER audit, the Organizations with Political Purposes were presented with the process established for the analysis of the relocation movement request, validating their identity through bio-metric systems, taking to the one-person detail those who were necessary, and allowing the decision corresponding to each case or claim, and approved by the Civil and Electoral Registry Commission.

The technical evaluations showed that the voter data managed by the electoral body meets the reliability standards, and that the deficiencies or vulnerabilities found do not represent a significant percentage, according to international standards.
