CEELA qualifies second electoral simulation as successful and reiterates the reliability of the voting system

The president of the Latin American Council of Electoral Experts (CEELA), Nicanor Moscoso, described as successful the monitoring carried out by the Venezuelan voting system in the two simulations presented by the National Electoral Council (CNE), and reaffirmed the guarantee of transparency and reliability for the 2020 Parliamentarians of December 6.

He pointed out that this process has been carried out for previous months online and with two visits in person, the first for the first drill and the second was held this week, where he had the opportunity to share with the different political organizations that compete in this electoral route and the national observers and authorities who will be present.

The head of the International Electoral Observation Mission of the Latin American Council of Electoral Experts (CEELA) Guillermo Reyes, offered a balance of what the organization has been doing up to now, in which he indicated that, firstly, was subscribed and formalized the international electoral oversight agreement, aimed at four functions, among them observing the electoral process in each of its phases (pre-electoral, electoral and post-electoral), secondly, accompanying as observers the 17 audits, which already began weeks ago and will culminate after the electoral process, including the totalization and publishing of the results on December 6.

Likewise, other functions are to have direct contact with each of the political organizations that participate in the electoral contest, also, to hold meetings with the technicians and officials of the Venezuelan National Electoral Council in order to know the activities, advances and everything what has to do with the voting machine and each of the software audits.

Reyes highlighted the active participation in the activities of the simulation, an action that was done in person and finally as an essential part of this oversight process to make recommendations throughout the development of the mission and at the end so that they can be implemented by the body electoral system for the daily improvement and refinement of the voting system.

He reiterated that when CEELA accepted and signed this agreement, it detailed that its mission would be circumscribed to the issue of elections and the voting system, which represents an eminently technical mission, and apart of the political issues that are developed within the electoral campaign.

Secondly, he reaffirmed that activities were carried out with the purpose of transparency of each one of the actions and respect for the institutional framework and the legislation of the Venezuelan Constitution: “Our mission is focused on respecting the internal jurisdiction of the Venezuelan people and the oversight activity in charge of our mission.”
