Hermann Escarra: Review Commission shall ensure that there are no frauds to sovereignty


The member of the special commission for reviewing signatures of the revoking process, constitutional lawyer Hermann Escarra, said that the instance will ensure that there are no frauds against the national sovereignty or the popular will.
‘Our participation is limited to trying to collaborate (with the CNE) in the maintenance, observant and respect for the Constitution and the defense of democratic guarantees (…) I have dedicated myself more to study the constitutional issue, where I think I can make contributions so the popular sovereignty is respected, so that there are no frauds to the sovereignty and the people, “he said in an interview with Union Radio.
He said the tool raises a triangular relationship between applicants, the subject of the revoking and an arbitrator that guarantees due process to the parties. He stressed that because it is a mechanism against the first national magistracy, calmness is necessary.
“With the approach of the revoking instrument, which is constitutional and democratic, we must be extra careful especially in fulfilling the rights of the parties and the ruling constitutional provision, Article 72,” he said.
Being a bilateral mechanism must be respected each of the actors. In its assessment, the lapses are not suitable for the upcoming elections of governors, plus the time it takes to collect 4 million signatures, the calling for elections and the subsequent voting.
