Although diplomatic relations between the two nations date from June 28, 1974, they have been deepened since 2001, with the Framework Cooperation Agreement signed by Commander Hugo Chavez and his Chinese counterpart at the time, Jiang Zemin.

The projects developed by both nations have had an investment of 62,000 million dollars. Of this amount, $ 20 billion corresponds to the Joint Fund created in 2008 and $ 42 billion from the Heavy and Long-Term Fund, launched in 2010.

Both nations are advancing in the construction of new sources of financing to strengthen strategic areas.
