In a telephone conversation, Presidents Nicolás Maduro and Vladimir Putin strengthened the bilateral partnership between the two nations. The official conversation reaffirmed the growing nature of a relationship founded on cooperation and mutual respect.
During the exchange, both leaders gave a positive assessment of the results of the latest High-Level Intergovernmental Commission (CIAN). At this forum, 19 cooperation agreements were signed in multiple areas, demonstrating the vitality of the shared agenda. Likewise, were also reviewed preparations for the next CIAN meeting, scheduled to take place in Caracas in 2026.
Regarding infrastructure, the Venezuelan President highlighted the progress made in direct air connectivity with Russian cities such as Moscow and St. Petersburg. Both leaders agreed on the need to expand these routes, recognizing their direct impact on increasing trade, tourism, and cultural exchange.
In the political sphere, the President of the Russian Federation, Vladimir Putin, expressed his unequivocal support for the Venezuelan government’s efforts to guarantee political stability and economic development. The Russian leader underscored Venezuela’s legitimate right to defend its sovereignty and independence against external pressures.
For his part, President Nicolás Maduro reported on the country’s positive economic indicators, including growth projections. The Venezuelan president detailed the progress made in consolidating social peace and internal development. Putin acknowledged these achievements and extended his congratulations to the national government.
Finally, President Putin reiterated the continued availability of direct communication channels between the two governments. He emphasized that Russia will maintain its diplomatic support for Venezuela in upholding international law and promoting regional peace, thus consolidating a strategic alliance for the coming years.

“The President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, and the President of the Russian Federation, Vladimir Putin, held an important telephone conversation today, in which both heads of state reaffirmed the strategic, solid, and growing nature of bilateral relations, based on cooperation, friendship, and mutual respect.
During the exchange, both leaders celebrated the results of the recent High-Level Intergovernmental Commission (CIAN), where 19 agreements were signed across all areas of work, demonstrating the vitality and depth of the integral alliance between Venezuela and Russia. They also assessed preparations for the next CIAN to be held in Caracas in 2026, with the aim of advancing the Joint Development Plan towards 2030, which will guide strategic cooperation in the coming years.
President Maduro also emphasized the importance to keep consolidating progress in air and maritime connectivity between the two countries. He highlighted that Venezuela already has direct routes to Moscow and St. Petersburg, and both leaders agreed to deepen and expand these initiatives, recognizing their key role in strengthening economic, tourism, and cultural exchanges.
On the political front, President Vladimir Putin firmly and categorically reaffirmed his support for President Nicolás Maduro in national efforts to consolidate peace, political stability, economic development, and social protection for the Venezuelan people. He emphasized that the Venezuelan people deserve absolute respect in their legitimate struggle to defend their sovereignty and independence.
President Maduro, for his part, informed his Russian counterpart about Venezuela’s sustained progress, noting that it is winning the battle for peace, economic growth, and social stability. He highlighted that the country is projected to lead regional economic growth of 9% this year, according to current estimates. President Putin stated that he was fully informed of these developments and congratulated the Bolivarian Government on these results.
President Putin reiterated that direct communication channels between the two nations remain permanently open and assured that Russia will continue to support Venezuela in its struggle to assert its sovereignty, international law, and peace throughout Latin America, making its diplomatic capabilities available to strengthen cooperation in these essential areas.
Finally, both presidents recalled that more than 20 years of firm and fruitful cooperation have passed since Commander Hugo Chávez and President Vladimir Putin established a strategic relationship that continues to strengthen for the benefit of both peoples.”
