The President of the Bolivarian Republic of Venezuela, Nicolás Maduro, officially approved the 2025-2031 National Telecommunications Plan. This instrument will be a fundamental strategic tool for expanding technological access throughout the national territory and positioning the country at the forefront of global technology.
During his «Con Maduro+» program, the head of state emphasized that the initiative emerged from extensive debate and consultation. He affirmed that the plan will act as a «powerful engine» for the sector, aligned with the milestones of modernization, production growth, and economic strengthening that the country is experiencing.
The plan, presented at the Venezuela 2025 International Telecommunications Fair (Fitelven), is structured around four clear strategic objectives. These pillars seek to guide the sector’s management toward a more efficient, inclusive, and sustainable model: expansion of the infrastructure, improved service quality, fostering competition, and adopting new technologies.
In the area of wired infrastructure, the priorities are the deployment of fiber optics, universal internet access, and the elimination of «dark zones.» It also includes the transition to IPv6, the construction of a National Data Center, and the strengthening of international connectivity, with special attention to coverage in Guayana Esequiba.
For wireless infrastructure, the plan prioritizes the deployment and expansion of 4G and 5G networks, along with the optimization of road connectivity. As part of the modernization process, is projected the gradual shutdown of the 3G network in order to align the country with international technological standards.
A key pillar is digital transformation, which will foster the development of artificial intelligence, the Internet of Things (IoT), and smart cities. This pillar also incorporates environmental management and energy efficiency as necessary responses to the growth in technological and industrial demand.
Finally, the plan promotes grassroots organization through the creation of User Committees in the municipalities. The goal is to strengthen local management, foster inclusion, and empower communities to improve the provision of telecommunications services in the coming years.
