Revolutionary governors acknowledge plenipotentiary character of ANC

The National Constituent Assembly (ANC) swore on Wednesday the 18 Governors of the revolutionary forces that triumphed in the regional elections held on Sunday, which acknowledge the plenipotentiary character of the body.

For the ordinary session did not attend the five governors-elect by the Bureau of Democratic Unity (MUD), which announced that the regional representatives would not be sworn in before the deliberative body. However, the ANC summoned them again.

The constitutional decree through which the governors are sworn in urges the legislative councils of each state to sworn to regional leaders in an act that must have the presence of the constituents of each entity.

In addition, it points out that the regional elections evidenced the mass attendance of the voters and exceeded the historical levels of participation in regional elections, which reflects “the confidence of the immense majority in the institutions and the electoral system.”

The ANC also ratified, through the text, that the electoral system offers very high guarantees of transparency, security and reliability.

The subordination to the Originary Power of those who are elected as governors on October 15, responds to the constitutional mandate established in Article 349 which states that all Powers constituted will have to be subordinated to the ANC, since due to its plenipotentiary character is put above all the Public Powers.

The governors sworn before the plenipotentiary organ are: Rodolfo Marco Torres (Aragua), Héctor Rodríguez (Miranda), Argenis Chávez (Barinas), Yelitze Santaella (Monagas), Rafael Calles (Portuguesa), Rafael Lacava (Carabobo), Edwin Rojas ), Ramón Carrizales (Apure), Margaud Godoy (Cojedes), Lizeta Hernández (Delta Amacuro), Victor Clark (Falcón), José Vásquez (Guárico), Jorge Luis García Carneiro (Vargas), Carmen Meléndez (Lara), Miguel Rodríguez (Amazonas), Henry Rangel Silva (Trujillo), Julio León Heredia (Yaracuy) and Justo Noguera Pietri (Bolívar).
