A team of 300 leaders of the Historical Block Congress is working on the 2025-2030 plans, to consolidate in the first quarter of the new year 2025 the capacity to build the concept of communal self-government, said this Tuesday the president of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, upon receiving in Miraflores the gigantic militia, worker, military and police march that went through Caracas for the 194 years of the immortal sowing of The Liberator Simón Bolívar.
“Today is a very important day, a team of 300 leaders of the Historical Block Congress is also gathered, and is preparing the 2025-2030 plans; so that the immense union of Venezuelans is consolidated during the first quarter of next year, and manifests in all its magnitude the capacity to build popular self-government, popular movement, the People’s Power, participatory protagonist democracy and true democracy,” he said in his speech before the thousands of Venezuelans of the common people and the people in arms.
Next year, he recalled, four direct consultations will be held in 5,297 communal circuits and the first election of 2025 will be on Sunday, January 26, to enhance the capacity for democratic decision-making in Venezuela, with the true government of the people that decides which are the priority projects of the community in that circuit, and that will subsequently receive the resources directly and without intermediaries:
“And we are weaving, weaving self-government,” said Maduro metaphorically, and mentioned that the community votes, decides and builds the works it needs, such as the recovery of schools, health centers and protection walls, through a direct decision, through the votes guaranteed by the National Electoral Council.
“We must strengthen, comrades, the Communal Parliament, so when we talk about the Public Powers we are not only talking about the powerful institutions, which should be the five Venezuelan powers (…) we are talking about building it at the bases, from self-government, the Communal Councils, the communes, self-government and the Judicial Power,” he listed, and in the latter he congratulated the successful election of Communal Justices of the Peace, last December 15, which thus forms the Judicial Power of the People’s Power.
He asked to relaunch social control as a form of citizen Moral Power at the bases: “For the Social Comptroller of the people, who keeps an eye on things, who looks closely, who tells the truth and builds the powers, the economic power of the people and empowers them in every sense and strengthens the capacity of grassroots leadership and that this country prepares itself to have an increasingly advanced democracy in the hands of the people, not in the hands of the elite, or surnames.”
He explained that to the same extent that the construction of a new power of the people is deepened in practice, to that same extent the threats of fascism, of surnames and of all their national and international accomplices disappear.
“And if something was missing from the power of self-government, the power of justice, the economic power, the power of the vote, then this people, together with its powerful, admired and heroic Bolivarian National Armed Forces, gentlemen generals, gentlemen admirals, gentlemen officers who are listening to me, must have this power in all communities, in all factories and in all work centers, military power also in its hands, the Bolivarian National Militia, the bodies of worker combatants, the bodies of peasant combatants, the bodies of indigenous combatants and the bodies of fishermen combatants,” he urged.
He reiterated that the powerful Historical Block that is being built in Venezuela empowers the people in every sense, to defend and preserve the peace that has been achieved, against the old concept of Western bourgeois democracy, of elite and surnames, which no longer has a place in Venezuela.
“Here, democracy is for the people, with the people, alongside the people, participatory, direct, with an organized and empowered people… Here is the integrated, constitutional, legal capacity, which is a peaceful Historical Block, but armed and ready to defend the Homeland against any threat or aggression and to guarantee peace,” he summarized.
