With 29 votes in favor of Venezuela and 3 against, the Permanent Council of the Organization of American States (OAS) reached a consensus on Wednesday in which they expressed their support for a dialogue accompanied by Unasur between the Venezuelan government and its opposition.
The Ambassador and Permanent Representative of Mexico to the OAS, Luis Alfonso de Alba, said that every State has the right to choose their political system without interference. In that sense, he read a document on which highlighted:
1. Support for the open and inclusive dialogue between the Government, various political actors and international influential leaders to preserve peace.
2. Support to the initiative of the former Presidents of Spain, Jose Luis Rodriguez Zapatero, of Dominican Republic, Leonel Fernandez and of Panama, Martin Torrijos for the reopening of an effective dialogue between the Government and the opposition, and the consecutive economic recovery and the national peace.
3. Support for the various initiatives of national dialogue attached to the Constitution and respect for human rights.
4. Support to all efforts of understanding between the parties.
“I think this session would have to end with the applause it has ended. I will request you, if you please (to the chief of staff of Secretary General Luis Almagro) to refrain from making use of the word, and if you have to share something with us, please do it by corresponding pathways ” said Juan Jose Arcuri, president of the Permanent Council, at the closure of the session.
In context:
On Tuesday, the Secretary General of the Organization of American States (OAS), Luis Almagro, called for the procedure for opening the Democratic Charter of the organism against Venezuela, an action that can not be performed because there is not any punitive dimension, as asserts the Venezuelan Chancellor Delcy Rodríguez .
Almagro submitted a 132-page report referring to Article 20 of the Charter in order to “request the convening of a Permanent Council of the Member States between June 10 and 20, 2016”, for, according to him, “to attend to the alteration of constitutional order and how it seriously impairs the democratic order “(in the country), as the document raises in a subjective manner.
Venezuela considers that the Secretary General of the international organization makes a fraudulent use of Article 20 to request to apply the Democratic Charter because the same applies for those Member States of the OAS when it has been altered the constitutional order, ie, anything that impairs the democratic order, to protect these systems from coups d’ etat. Would it be activated, it would be given to the legitimate and Constitutional Government, in this case, that of President Nicolas Maduro.
