Intervention of Venezuela in the Urgent Debate on Ukraine of the UN Human Rights Council

Venezuela expresses its concern over the worsening of the crisis in Ukraine. We are closely following the events in the Donbass region, which are also the result of almost a decade of human rights violations against its population.

We regret to note that the current escalation, with the painful and terrible loss of life that it has entailed, originates from the breach of the Minsk Agreements under the encouragement of the United States of America. The permanent expansion of NATO towards Eastern Europe, combined with a progressive hostile attitude towards Russia and its territorial integrity, added unavoidable threats.

For this reason, Venezuela has always condemned the perverse tendency towards unilateral and hegemonic visions of the world, which disregard the principles of diplomacy, organize invasions with total impunity in countries such as Syria, Iraq or Afghanistan and promote media shields that limit freedom of expression and they manipulate opinions and emotions to increase xenophobia and hate speech.

We reject unilateral coercive measures and economic, commercial or financial retaliation against the Russian Federation, which will intensify the crisis, undermining the enjoyment of the human rights of its people and many other social sectors of the same countries that originate these illegal “sanctions” who, without knowing it yet, will also be affected by the secondary consequences of such measures.

International Law continues being violated with unilateral coercive measures that constitute a new form of warfare that is repeated, by freezing assets and bank accounts of countries, the criminal attitude of the filibusters of past centuries, more concerned with stealing gold than saving lives.

We are also ashamed that in this, the common house of human rights of the United Nations, a euphoria of intolerance is exercised against the Russian Federation or any other country. We cannot and should not, out of historical responsibility, play along with the Western media coven animated by those responsible for the current crisis in Ukraine. As the Liberator Simón Bolívar said: “Trust must give us peace. Good faith is not enough, it is necessary to show it”.

Mr. president:

Venezuela, which is against war, and a staunch defender of the principles and purposes of the Charter of the United Nations and the norms of international law, calls for a resumption of effective dialogue between the Parties in order to preserve life, human rights of the inhabitants of these countries and peace and stability in the region.

Based on our Bolivarian Diplomacy of Peace, we call for the avoidance of any escalation and the cessation of war propaganda that even justifies the sending of weapons to civilian citizens; to the discourse of intolerance; and we reiterate that only through diplomacy, dialogue and contention, without pressure or sanctions, can we advance in the peaceful resolution of the conflict.
