
The 5 × 10 quarantine flexibility scheme seeks relative normality to reactivate the country’s social and economic life, amidst the Covid-19 pandemic, maintaining the isolation of infected people, as well as quarantine for those diagnosed, adults over 65 and those with chronic diseases, as explained Jorge Rodríguez, vice president for Communication, Culture and Tourism.
He also indicated that public crowds will be avoided and movement between states will be restricted to avoid further contagion. Likewise, permanent monitoring will be maintained for the diagnosis of Covid-19.
Municipalities bordering Colombia and Brazil are exempted from flexibilization, as well as the Maracaibo and San Francisco municipalities in Zulia state.
The flexibilization formula will be applied in nine sectors that have been prioritized and that will operate in different time periods in order to avoid crowds and, therefore, the spreading of Covid-19.
Public employees remain in quarantine – except those assigned to essential activities, such as security, food and telecommunications.
Shopping malls, cinemas, theaters, gyms and parks will remain closed. Restaurants will only provide delivery service, and bars will remain closed.
School classes continue being suspended, at all levels. Regarding tourism, the Government is preparing a plan for internal tourism, based on the new flexibility scheme.
Only individual sports activities, such as running, walking, and riding bicycles, will be allowed.
Sectors that join the 5 × 10 scheme:
The sectors that will be activated, with specific hours, from Monday are bank agencies that will attend users between Monday and Thursday from 9:00 a.m. to 1:00 p.m., while on Friday they will only receive juridical clients.
Medical and dental offices will open from 7:00 a.m. to 2:00 p.m., the construction sector will be activated from 8:00 in the morning to 1:00 in the afternoon; Hardware stores will open from 11:00 a.m. to 4:00 p.m. and hairdressers from 10:00 a.m. to 4:00 p.m.
In the time slot from 10:00 in the morning to 4:00 in the afternoon, the textile and footwear industry will work, as well as the raw materials sector for the agrochemicals and personal hygiene and hygiene industry.
Added to this 5 × 10 scheme are the mechanical workshops and sale of auto parts that will operate from 9:00 a.m. to 1:00 p.m., while the personalized refrigeration and plumbing services will be activated from 9:00 a.m. at 2:00 in the afternoon.
Finally, the transport sector will provide services to the community from 7:00 a.m. to 5:00 p.m.

He reported that this Sunday a meeting is held in the Vice Presidency of the Republic to design a signs plan, which will indicate to the population the areas of greatest or least risk to Covid-19.
The proposal is that red stickers be placed in places with the highest risk of infection, such as hospitals, markets, passenger transport, cinemas and elevators.
Yellow stickers will indicate moderate risk in gyms, supermarkets, banks, restaurants, and ATMs.
While green stickers will indicate low risk in doctor’s offices, pharmacies, public roads, private vehicles and homes.
In his speech, he said that this Sunday have been met 77 days since the President of the Republic, Nicolás Maduro, decreed several measures to stop Covid-19, such as a radical quarantine, a ample and personalized screening and sufficient therapeutic arsenal approved by the World Health Organization (WHO).
