Statement of ALBA-TCP Political Council

Caracas, August 8, 2017

The Ministers of Foreign Affairs of the member countries of the Bolivarian Alliance for the Peoples of Latin America – People’s Trade Treaty (ALBA-TCP) on the occasion of the sixth special meeting of the Political Council of Alba-TCP held in Caracas, Bolivarian Republic of Venezuela on August 8, 2017.

We recognize and congratulate the Venezuelan people for the democratic journey of July 30, 2017, aware that celebrating their elections and voting on them was an authentic sovereign act and that it is only up to Venezuelans to overcome their difficulties without intermission, threats, constraints or Interference.

We reiterate that the unilateral economic sanctions imposed on the Venezuelan people constitute a clear violation of international law, human rights and an unacceptable interventionist application, which has as its only goal to directly affect the Bolivarian people and Government of Venezuela in order to achieve with it a change of regime.

Taking into account its constant direct and indirect efforts to undermine the peace and sovereignty of the people and Government of Venezuela, the international media campaign of smear and the unilateral actions that violate international law that affect the Venezuelan economy today.

Stressing that the historical enemies of Latin American and Caribbean integration have launched an unconventional war against the Governments and peoples that have defended it the most for the sole purpose of destroying the progress achieved in the region, to divide and re-impose the neoliberal economic model in order to dominate and control our wealth and submit us to the control of transnational interests.

Recalling the Statement of the 14th Summit of Heads of State and Government of ALBA-TCP, issued last March 5, in Caracas, Venezuela, in which it was affirmed that “The defense of Venezuela and its revolution is not an exclusive problem of the Venezuelans. It is a cause that summons all those who fight for true independence in Latin America and the Caribbean. In Venezuela, the battle of Ayacucho of the 21st century is being fought today”.

We reject the arbitrary and illegal sanctions imposed by the United States Government on Venezuelan citizens, including the Constitutional President, Nicolás Maduro Moros. The ALBA-TCP countries warn that the same mistakes that have led to failure in the past are being made again.

We declare that these actions against Venezuela will not lead to any solution that favors the people and only aim to generate more instability, by encouraging the more violent sectors of the Venezuelan opposition. The countries and international organizations that promote violence and chaos, will be responsible for their consequences.

We demand the firm and immediate international condemnation of the violence, which has costed unfortunate deaths and numerous losses to the Venezuelan people.

We reiterate the call for a constructive and respectful dialogue with a view to advancing the political and economic stability of Venezuela.

We emphasize the vigor with which the Latin American and Caribbean peoples defend the ideals of social justice and the dignity of the human being.

We ratify our support for the initiative emanating from the 38th Ordinary Meeting of CARICOM Heads of Government on July 6, 2017, where they offer to accompany a process of dialogue between the Government and the opposition of Venezuela, in order to reactivate and give a Definitive re-impulse to this initiative that seeks peace in the country.

We reiterate our firm rejection of the policy towards Cuba announced by the Government of the United States of America on June 16, 2017, which reverses the progress achieved in the last two years and constitutes a setback in relations between both countries and strengthens the unjust and illegal economic, commercial and financial blockade against the Cuban people. Likewise, we reiterate the concern expressed by the Heads of State and Government of ALBA-TCP at its 15th Summit regarding the treatment received by Latin American and Caribbean migrants and the need to respect their rights.

We express that the construction of the wall on the northern border of Mexico by the United States Government is a clear expression of discrimination and rejection, to the migrants of all Latin America and the Caribbean. We reject the massive deportations of Latin American and Caribbean migrants, many times without any respect for human rights.

We welcome the progress that has been made to reactivate the Fund for Legal Support and Advice to Migrants by the Bank of ALBA.

We commit ourselves to the observance and defense of the postulates of the Proclamation of Latin America and the Caribbean as a Zone of Peace, signed by the Heads of State and Government of the region at the 2nd Summit of CELAC.

We call on the peoples and Governments of Latin America and the Caribbean to be alert and to unite in defense of our independence and regional sovereignty, as well as to close the way for those who are committed to reverse our social achievements, to prevent integration and unity of Our Americas.

We also denounce the existence and development of a Plan promoted by the Empire, which seeks to violate the development of progressive Governments. Knowing this Plan we are conscious and ready to face it and give fight as well as the brave and worthy Venezuelan people has done.
