The Government of the Bolivarian Republic of Venezuela expressed through a communiqué its rejection of the presence of external factors of destabilization in the region, following the announcement of the signing in the short term of a military cooperation agreement between Colombia and the Organization Of the North Atlantic Treaty (NATO).

The Bolivarian Republic of Venezuela expresses its deep concern and rejection at the announcement by the President of the Republic of Colombia, Juan Manuel Santos, of the beginning of discussions to concrete a military cooperation agreement between Colombia and the North Atlantic Treaty Organization ( NATO).
This announcement breaks the word pledged by President Santos in 2010, to President Hugo Chavez, of not making concrete a military alliance with NATO.
The Venezuelan Government strongly opposes the attempt to introduce external factors with nuclear capacity in our region, whose past and recent actions claim the policy of war, violate bilateral and regional agreements of which Colombia is part (UNASUR, CELAC), through which Latin America and the Caribbean were declared as a Zone of Peace. This announcement undermines the Bandung principles that gave rise to the Non-Aligned Countries Movement (Mnoal), which expressly prohibits its Member States from being part of military alliances.
The Bolivarian Republic of Venezuela will assert all diplomatic and political instances within its reach to prevent war organizations with a pernicious record of war and violence in the world from disturbing the peace of our Region.
The Bolivarian Government of Venezuela, for the sake of union and integration of the Big Homeland, urges the Government of Colombia not to generate elements of destabilization and war in South America, and makes wiches for it to attend the historical call for peace and unity of our Liberators.
