The President of the Bolivarian Republic of Venezuela, Nicolas Maduro, said the decree of State of Exception and Economic Emergency grants the National Executive the necessary constitutional power in order to protect the people and maintain peace against the imperialist aggressions that seek to encircle democracy in the country.
“The Decrees of State of Exception during the Fourth Republic were to oppress, suppress and harm the country (…) Economic guarantees and freedoms in Venezuela were suspended from 1961 to 1999 when it came into force the Bolivarian Constitution”, he recalled.
In a national joint broadcast from Anzoategui State, the Head of State noted that with this legal text, the Bolivarian Revolution is “making a good history, because it corresponded to us to confront these difficult circumstances.”
He therefore urged the people’s power to further enhance the revolutionary consciousness to cope with the psychological warfare that promotes the Venezuelan right wing, which makes the people “To forget everything, because they lead them to states of anxiety, anger, discomfort and despair, “he said.
Following, the President listed some of the reachings of the decree:
On article 1 of Decree of the State of Emergency and Emergency Economic – as read Maduro- “Is declared the State of Exception and Economic Emergency, in accordance with Articles 337, 338 and 339 of the Constitution of the Bolivarian Republic of Venezuela, throughout the national territory, given the extraordinary circumstances of social, economic, political, natural and ecological order that seriously affect the national economy, the Constitutional order, social peace, the security of the nation, the public institutions and citizens dwellers of the Republic, in order that the National Executive can adopt the exceptional and extraordinary appropriate measures to ensure to the population the full enjoyment of their rights, preserve domestic order, timely access to basic goods and services and also lessen the effects of the circumstances of a natural origin that have affected the generation of electricity, the access to foodstuffs and other items that are essential for life “.
Later, he said that in Article No. 2 is specified an ample range of measures for the National Executive to dictate whatever it deems appropriate in everything regarding, among other things, to:
– Production, distribution and marketing of supplies and staple goods, highlighting this combat of distorting economic behaviors such as the ‘bachaqueo’, hoarding, usury and boycott.
-New Attributions to the Local Committees of Supply and Production (CLAP), Community Councils and other grassroots organizations of the People’s Power in order to, along with the members of the Bolivarian National Armed Forces, the Bolivarian National Police and other police forces, may ensure the maintenance of public order, thereby ensuring the security and sovereignty of the country.
-To adjust the schedule of working hours, both in the public and private sectors, as a consequence of the effects of climatic phenomena.
-Energy area, urging the necessary measures for the recovery of the generation park of the National Electric System.
– The internal security of the nation, through the maintenance of public order against any destabilizing actions.
